The Development Of Software Development - 782 Words

I. Introduction In today’s software development, quality is a significant factor of software projects. Companies always expect that software developers could deliver a product with as many as possible demanded quality. How to allocate those limited resources transparently and effectively during the quality assurance activities and how to balance the risk and quality while software development? Current methods indicate us that we need to mitigate quality risks and emphasize the constraints of limited resources for quality assurance activities simultaneously. Moreover, as the development of software management, the time of which customers could not see their software product until delivering is gone. Nowadays, it is much more emphasis on getting the feedback of stakeholder about the project quality. Therefore, a major issue is how could developers or software project managers reaches an agreement with customers about project functions or features. In order to solve this problem, Alexander Poth and Ali Sunyaev attempt to establishing a method, which allow stakeholder could participate in the selection of functions and features phase. To do this, both project developers and stakeholders would have a confidence of the quality of a project. what is the right drinking age Essay - 2094 Words

American society believes that lowering the drinking age back to eighteen will lead to a domino affect of bad premonitions like rampant drinking binges, raving alcoholics, and more traffic accident deaths upon the entire nation. Realistic Alcohol Laws for Legal Youth (RALLY) is one of many major organizations dedicated to rectifying these faulty perspectives that Americans hold. Due to the irrelevance on the number of alcohol related car accidents in the 1970?s, the parents obligation to teach responsible drinking, and the fact that eighteen year olds have the same constitutional rights as all adults, I believe that the legal drinking age in the United States should be lowered to eighteen. Whatever our personal opinion may be, we can†¦show more content†¦in Vogler amp; Bartz 3).? Of course, alcohol does have its downfalls like anything else; but then again it also has its benefits. Senator Baker went on to say, ?Alcohol is the oil of conversation that puts a song in the hearts and laughter on people?s lips, magnifies joy and happiness. Alcohol reduces the risk of heart disease. It also floods the Treasury of untold millions of dollars used to help the crippled, blind, deaf, aged, infirm, and builds hospitals and schools (Qtd. in Vogler amp; Bartz 3-4).? Although the National Minimum Drinking Age Act was enacted to prevent drunken driving accidents among inexperienced adults, it has pushed underage drinking into unsafe environments. In a recent Internet search, I found that the ?Medical Examiner? from the University of North Carolina gave statistics on how the law did in fact decrease the number of alcohol-related crashes for 19 and 20 year olds. The irrelevant or flawed part of the statistics is that there was also a dramatic decline in such crashes among all age groups in general across the United States (1). Avoiding such tragedies is of great importance, after all the law was passed after the high rate of deaths due to teen drunken driving in the 1970?s. Instead of denying alcohol to adults until they are 21, perhaps the government should have raised the driving age to 18, and more rigorous drivers? training requirements should have been established. Sir Robert Peel Essay Example For Students

Sir Robert Peel Essay In 1829, Sir Robert Peel created the Metropolitan Police when he served as Home Secretary of England. He created the first modern police force, the Metropolitan Police in London. According to Peel, the real key for policing is the police are the people and the people are the police (Wikipedia 2010). † It was his belief that prevention of crime could be accomplished without intruding into the lives of citizens. He set about nine principles that still seem to be true and useful in the present day world when observed. Peel established nine principles to his theory of policing. The National Crime Prevention Council defines Peels’ nine principles as follows: 1. The basic mission for whom the police exist is to prevent crime and disorder. 2. The ability of the police to perform their duties is dependent upon public approval of police actions. 3. Police must secure the willing cooperation of the public in voluntary observance of the law to be able to secure and maintain the respect of the public. 4. The degree of cooperation of the public that can be secured diminishes proportionally to the necessity of the use of force. 5. Police seek and preserve public favor not by catering to public opinion but by constantly demonstrating absolute impartial service to the law. 6. Police use physical force to the extent necessary to secure observance of the law or to restore order only when the expertise of persuasion, advice and warning is found to be insufficient. 7. Police at all time should maintain a relationship with the public that gives reality to the historic tradition; the police are public and the public are the police. The police being only full-time individuals charged with the duties that are incumbent on all of the citizens. 8. Police should always direct their actions strictly towards their functions and never appear to usurp the powers of the judiciary. 9. The test of police efficiency is the absence of crime and disorder, not the visible evidence of police action in dealing with it. The relationship between police and citizens in American society is generally understood as a development from the political era, when police were introduced in American cities in the 1840s to the early 1900s; to the reform era, stretching across the middle part of the 20th century from the 1930s to the 1970s; and then to the community era of current policing since the 1970s. There lacked an involvement of minorities in policing throughout these different eras. Communities of color were largely powerless during the political era and therefore not able to influence police strategy. During the reform era, police strategy was determined largely on the basis of law, although communities of color were generally unprotected. In todays community era of policing, one of the beliefs is the requirement for an organized community working in partnership with an approachable police department. Peel established the police, also known as Bobbies† or â€Å"Peelers. † The introduction of â€Å"beats† was performed by Bobbies as a form of patrolling. This was the beginning of patrolling of communities on foot, bike, etc. as a closer approachable encounter with the community. Peel stated that the ability of the police to perform their duties is dependent upon public approval of police actions and they must secure the willing support of the public in voluntary performance of the law to be able to secure and maintain the respect of the public. Then and now, in our diverse society, it is necessary for police to comprehend the different cultures through multi-cultural training and education so they can understand their communities. As noted in one analysis of law enforcement in multicultural communities, â€Å"The more professional a peace officer is, the more sophisticated he or she is in responding to people of all backgrounds and the more successful he or she is in cross-cultural contact. † There must be a respect of the public in order to secure the cooperation in voluntary observance of law. Holocaust Survivors Essays - Abnormal Psychology, Aftermath Of War

Holocaust: Survivors The world's biggest desolation that caused the murders of millions of Jewish people took place during WWII. The Holocaust orchestrated by the Nazi Empire destroyed millions of lives and created questions about humanity that may never be answered. Many psychological effects caused by the Holocaust forever changed the way the Jewish people view the world and themselves. The Jewish people have been scarred for generations and may never be able to once again associate with the rest of the free world. Further, these scars have now become the looking glass through which the survivors and their children view the world. Through narrow eyes, the survivors relate everything to the experiences they endured during the Holocaust. Likewise, these new views on the world shapes how the survivors live, interact, and raise a family both socially and spiritually. Some survivors are scarred so deeply they can not escape the past feelings and images of terror; they call this Survivor Syndrome. A Survivor is one who has encountered, been exposed to, or witnessed death, and has himself of herself remained alive. The symptoms affected not only survivors, but their families as well. The symptoms included an inability to work, and even at times to talk. The Jewish people fear that it may happen again. Also a fear of uniformed police officers because of their position of power became very common. There were also many feelings of guilt for having survived when others had not. "Why am I alive?" Why not my sister and brother...my whole family?" The survivors had thoughts of death, nightmares, panic attacks, and various other symptoms. Disinterest in life, people, and sometimes even in reality played a huge role in marital problems and suicide. There are five main categories of Survivor syndrome. The first is the Death imprint, which is the idea of not only death itself, but of all forms of torture and gruesome images of death. For many survivors they can recall the smell of smoke and the voices of the tortured. Some survivors are trapped in time; mentally they are unable to escape the torture that they had witnessed. In other words, they are unable to move beyond the imagery and are stuck in time. The survivors are mentally scarred with images they can never escape or share. The inability to sleep or work is a direct consequence of what they endured in the death camps. The second category is where the guilt of death is found. Here is where the survivors feels remorse for the loved ones they had lost and ask "why them and not me". The survivor remembers feeling helpless at times of need, "why didn't I resist" or "how could I have saved someone." The survivor can not escape the feeling of debt to the lost and feels guilty. Some survivors have been known to feel guiltier about the Holocaust then the actual Perpetrators. Guilt is the most common feeling among survivors and is passed to children each generation. To cope with this guilt there are many support groups that are opening doors wide for the Jewish people to come and be set free from the needless guilt. Yet many survivors have shut themselves out from the rest of the world and have lived lives of solitude because the guilt is too much for any one person to carry. This guilt is a direct cause of the Holocaust and because of it, the Jewish people will never be the same. The third category is psychological numbing. This has been determined by psychologists as a "necessary psychological defense against overwhelming images." This defense is only good for a short time because after long term numbing the survivor can feel withdrawal and depression. Many survivors numbed themselves to all emotions and became insensitive to death. The fourth category is suspicion and paranoia. The survivor is always on guard watching out for another Holocaust to flare up and take hold. Consequently if in need of help, a survivor may not take the hand of someone there to help, in fear it may be a Nazi trick and a sign of personal weakness. The ridicule the survivors suffered made them paranoid and unable to place trust in any one. Accordingly, survivors feel that when they accept your help, they show their personal weaknesses and are opening themselves up to be persecuted. They also feel as if tainted by the Holocaust they no longer belong. Likewise, they feel feared and hated by others, hence, they feel distrust in all human relationships and feel everything around them is fraudulent. The

Concepts introduce the idea or phenomena in question but do not develop any variables or principles contained therein. With this foundation, theories capture the variables, principles and interests contained in the concepts and interrelates them prior to the development of the desired theory. When the principles and variables to the concepts are defined and their characteristic relationship outlined, then a theory is developed. That is to say, theories are basically formed from concepts (Walker & Avant, 2011). The link between concepts and theories is therefore seen through the interdependence of each one of them to the other. A concept is not a theory, and on the other hand a theory results form a concept. This complementarity is the link between concepts and theories. Theories are tested through formulation, evaluation and assessment of hypotheses. A hypothesis is a statement that argues for or against a phenomenon. The interest is to test and ascertain which phenomenon is most appropriate and applicable to the theory being tested. In other words, null and alternative hypotheses are stated in the context of the theory being tested. It is important to highlight that theories are tested to confirm or refute them. If proven true, theories are upheld. On the other hand, when proven false, they are refuted. Theory testing focuses on the variables that define the theory. The concepts that make up the theory are highlighted and the relationship between and among all the variables determined. In order to do this, the fact that the theory being tested is formulated from concepts is upheld. Data and

Economic Growth and Future of Vietnam

Economic Growth and Future of Vietnam In the trend of globalization, economic integration and participation in the worlds organizations such as: Bilateral Trade Agreement (BTA), ASEAN Free Trade Area (AFTA) and World Trade Organization (WTO) are the opportunities Vietnam cannot ignore in order to absorb the essence of the world and reach the development objectives of the country. Although many judgments have been raised to disagree with the potential economy of Vietnam after joining those global organizations, we are still confident about the growth path of Vietnams economic development. In order to determine the growth rate, we have evaluated GDP rates in recent years (2007- 2010) to show the ability of sustaining financial crisis, and also the speed of recovering the economy after global economic recession. Besides, CPI rates and FDI rates also have been applied in our report which shows the ability of managing inflation or being an attractive investment country among Asian countries. From those reasons, Vietnam can be seen as one of the countries with the highest growth rate in the world, behind only China in the past decade, and this trend will continue to drive positive growth in the future. Moreover, concerning human resources, Vietnam has the advantage of a young labor force that is well- trained and has high educational levels. Also, the dynamics of information technology is on the rise in Vietnam. IT has been one of the highest growth industries in Vietnam over the period time from 1995 to 2008 since many famous software companies were launched into Vietnam. Besides, Vietnam is in the progress of industrialization and modernization in order to keep up with the level of other countries economies. And natural resources can be one of strongest weapons that Vietnam owns. Combined with a stable rise in the economy is the constant transferring of knowledge from multinational corporations, along with innovative ideas and technologies. Thus, it is believed that Vietnam has a high potentiality to become the next Asian tiger, after China and India. Contents page (Jump to) List of table and figures 1. Introduction 2. A remarkable record of high and sustained economic growth has been produced and demonstrated by economic power .The first Asian country recovering from the World War II was Japan. And from Japan, to China, to India, and to Vietnam, sequentially the economic power of Asia has drawn the worlds attention. Each of Asian country has unique factors contributing to its respective economic success. At this time, the economy of Vietnam is a center of attention because it has a stable economy and high level of continuing to drive positive growth, and these are accompanied with strong development of science and technology. In fact, Vietnam has taken on a vigorous drive to reform its economy. The reforms are directed at developing major industries such as information technology (IT), telecommunications, financial markets and creating a good business environment for investors (FDI). And we can see that the results are a stable economy with rapid growth rates and the presence of many multinational companies in Vietnam. But most importantly, there is a substantial change in Vietnams economic structure after becoming a member of the WTO, which is to transform from an agricultural industry to industrial and service industries. If Vietnam remains economically stable and continues to drive positive growth. Vietnam is highly hoped to be the next Asian Tiger, and also can become one of the fastest growing economies in the world like China. Main body The economy of Vietnam has been growing year by year at a vigorous pace after becoming a member of the WTO since 2007. Many ideas have been raised to keep this continued growth path. But we still have some drawbacks to deal with in the coming years. In this report, we will focus on analyzing GDP, CPI and FDI rates and other factors, which provide us with an overview of Vietnams current position. GDP of Vietnam GDP definition GDP is the abbreviation for Gross Domestic Product, which shows the total value of goods or services produced in a country in a given year. Put simply, GDP is the total household spending, business investment, government spending plus the difference between exports and imports. GDP rates The percentage of Vietnams GDP can provide us with an overview of our current level of health and growth of economy. The chart above shows that in 2007 the GDP of Vietnam was 5.3 percent, and in next two years there was a sharp decline in GDP figures, only reaching 6.2 percent and 5.3 percent in 2008 and 2009 respectively. Here are a few reasons for this: The first reason was due to exports. Vietnam has been very successful in developing industries for export, but in the year of 2009 the demand for exports was significantly reduced. The exports of Asian countries have fallen at the alarming rate because consumers in the U.S., Europe and other markets were cutting down on expenditures. The second reason was caused by consumer spending. With the unemployment rate increased (due to problems arising in areas of manufacturing exports) and reduced employees income due to high inflation in 2008 (22%), households spending money was cut down. The third reason was because of investment. Investment growth rates in recent years were resulted from cash inflows of FDI into Vietnam. But with the credit crisis and global economic recession, capital flows were affected severely. Those were some obstacles which occurred in a few years ago. As compared to other Asian countries, the economy of Vietnam had already recovered and improved much faster in overall of GDP performance by the end of 2009. And now we are in the process of developing the economy for 2010 and the years following. Vietnams GDP growth rate is forecast to be around 6.5 % and 6.8 % in 2010 and 2011, according to Asian Development Bank (ADB) in its latest report (2010). And the first signal of increasing GDP was exposed in the first quarter of 2010, according to Ministry of Planning and Investment(2010): The GDP growth rate in the first quarter of 2010 increased 5.83%, which was higher than for the same period in 2009. As a result, it is believed that the GDP of Vietnam increasing in next few months could be feasible. And we hope that the efforts of improving GDP rates of Vietnam will never stop in the coming years. 2.2 CPI of Vietnam 2.2.1 CPI definition CPI is the acronym for Consumer Price Index which is a measure the level of inflation. It measures change in the cost of a fixed basket of products and services, including housing, electricity, food, and transportation, over a given time period. And the CPI published monthly is also called the cost-of-living index. 2.2.2 CPI rates The chart above shows what happened to CPI in each month of 2009, we can see that the consumer price index increased to 1.38 %, the highest percent during the year. Inflation rate is a key driver leading to a high CPI rate. In 2008, there was a huge impact of inflation on consumer prices; CPI was 22%. However, this number was no longer repeated in 2009 because the government devoted more efforts to bring down the inflation level; as a result the CPI rate was 6.9% and much lower than the previous year. So, the CPI rate is largely dependent on the inflation rate. From that, we can have a deeper understanding of how the trend of CPI flows by analyzing the inflation rate. And an increasing inflation rate or CPI rate can be caused by some of following reasons: The factor which created the base of increasing CPI in 2009 was to increase fuel prices from 30 August. ( General Statistics Office) A variety of prices of construction materials increased over the year. Other factors pushing the price were higher price for some essential goods or services, such as: medicine, food, transportation, electricity, water and so on. Higher gasoline prices have also contributed to the increasing CPI rate. From the above reasons will form a picture of the variation of cost of living since then to help financial professionals recognize the potential for inflation to be at risk as a decline in the economy? So, one of the top priorities Vietnam has now is to manage to keep inflation rates within a special range or targeted level. According to ADB (Asian Development Bank) report (2009): the inflation rate in Viet Nam in 2010 is forecasted to be around 10%, and the government is applying a tight monetary policy to keep the inflation on target which is lower than 7%. Here are some current typical methods being applied: Increasing interest rates to encourage more deposits. Controlling credit lending activities to limit cash outflow. Tightening money in production and consumption. Limiting expenditures for the national budget. With those methods, the government is quite confident to forecast that in 2010 and 2011 the inflation rate will be 7.8% and CPI rate will be stable at 8.3%. 2.3 FDI of Vietnam 2.3.1 FDI definition FDI stands for Foreign Direct Investment which can be seen as a component of a countrys national financial accounts. Foreign Direct Investment is the investment of foreign assets into domestic structures, equipment, and organizations. However, it does not include foreign investment into the stock markets or bond markets. And FDI is thought to be more useful to a country rather than investments in equity of its companies. This is because equity investments or so called hot money which can leave at the first sign of trouble, whereas FDI is durable and generally useful whether things go well or badly. 2.3.2 FDI rates According to a survey conducted by the Asian Business Council, Vietnam was ranked third for investment attraction among Asian nations in the 2007-2009 periods, after China and India. And in 2010, the general rate is still good in the first quarter. In the chart we can see that there are many multinational companies investing FDI in Vietnam in 2009. So, lets take a look at 2009. Total capital of FDI was about 21.48 billion USD, in which 16.34 billion USD was for newly licensed projects (76% contribution, 839 projects). The top three provinces attracting FDI in Vietnam were: Vung Tau, Quang Nam, and Binh Duong. Ho Chi Minh City and Hanoi were ranked number #7 and #8 accordingly. However, the number of licenses granted by those major economic hubs of Vietnam was almost 537 licenses (64% of total new licenses granted in Vietnam). According to the CEO of ANZ bank (2010): FDI always finds a way to somewhere investors feel safe, in recent years Vietnam has been a country where FDI flow is increasing steadily and highly. In 2010, FDI target is forecasted to increase by 10% compared with 2009, according to the Foreign Investment Department. Thus, we can see that Vietnam is still capable of attracting outside investments at a very high level after the global economic recession (2008), especially in FDI. 2.4 Labor force China 807,300,000 India 523,500,000 United States 154,300,000 Indonesia 112,000,000 Brazil 93,650,000 Russia 75,700,000 Bangladesh 70,860,000 Japan 66,500,000 Nigeria 51,040,000 Pakistan 50,580,000 Vietnam 47,410,000 Labor force ranking chart Vietnam is considered a country with a huge number of workers. According to the figures above, we can see that Vietnam is in a position, which is nearly within the top ten highest countries in the world. As you know, one of the major attractions for manufacturing industries to come to Vietnam is the labor force. Because Vietnamese workers have met both the quality of a labor force, which is well educated and hard-working. In addition, wages that companies pay them are lower than by 30% compared with China and India. Thus, Vietnam has the advantage of a labor force, which is well-trained and cheap. However, after joining WTO there are some challenges in human resources when foreign companies have launched into Vietnam: There is more competition forcing local companies to be more proactive and consistent in making any actions or decisions. Getting a better remuneration package at foreign companies has attracted better skilled workers. This forces local companies to adjust their remuneration scheme. Getting more flexible time at foreign firms has enabled people to work more comfortably and efficiently. Thus, this also forces local companies to adjust their time- table to keep workers away from transferring to foreigner companies. Moreover, in the context of the current globalization in businesses, Vietnam is still facing a major problem which is the lack of a higher level of human resources, such as CEO, CFO, CIFA, so on. Of course, the Vietnamese Government understands the importance of these issues which need to be overcome as soon as possible. According to Deputy Prime Minister Nguyen Thien Nhan (2009): There are several reasons why the qualifications of Vietnamese laborers are still quite low. And he also stressed that: The act of disregard for vocational training is a great barricade for educational development in Vietnam. Therefore, the policies of government support in promoting its human resources are being conducted more extensively, such as improving quality of education, especially for tertiary education and vocational training. So as a result, in the next few years, hopefully Vietnam will have a higher number of workers with high- quality skills in order to attract more and more foreign companies investment, and also be able to compete with skilled and knowledgeable foreigners working in Vietnam. 2.5 IT industry IT is always considered as the most interesting and dynamic industry, so Vietnam wants to strengthen its impacts. The value of IT for developing countries can be seen as an important tool to accelerate the process of international integration and help the government have more capacity in governance. Also, people in that country can have an easy access to information and knowledge from all around the world. Local businesses can definitely reduce costs and improve their operational performance by using modern technology. According to Prime Minister Nguyen Tan Dung (2009) :The Government of Vietnam promises to support multinational IT corporations in the way of building and developing their brand names in Vietnam, at the same time to encourage the application of IT in all parts of social life to create a dynamic IT market. Information Technology in Vietnam has accelerated rapidly in recent years. In 2008, IT market growth still remained strong, reaching 23%. And in 2009, it was estimated at over 20%, equivalent to $ 6.26 billion (in 2008 it was $ 5.22 billion). In particular, sales in the electronic industry and hardware industry were estimated at 4.68 billion dollars, up by 14%. And the software industry also had an estimated growth rate of about 30% with total revenue of $ 880 million. The numbers above show that the IT industry could still remain at a very high level even though it was strongly affected by the economic recession in 2008. Besides, with the participation of many big companies in various parts of IT, for instance: Intel, ADM, Dell, Sony, and Samsung, combined with the development of local IT companies such as FPT, HIG or CMC. Vietnam hopes that its IT industry can be soon become a core economic industry, which plays an important role to enhance economic performance. 2.6 Industrialization and modernization Becoming a member of WTO in 2007, Vietnam has been taken a substantial change in its major structure, which is to transform from agricultural industry to industrial and services industries. Or put in another way, Vietnam is in the process of industrialization and modernization. It began to implement the process of industrialization from 2001 and will be finished in 20 years (2020). In the past, Vietnam was just an agricultural country, the percentage of agricultural contribution accounted up to 90% in total GDP. In the 80s and 90s, a new wave of industrialization in Asian countries rose dramatically, especially in Southeast Asian countries, such as Singapore, Thailand. It created a new appearance of the economy in Asia. From that reason, Vietnam is now actively opening door to get more exchanges and more cooperation with foreign countries, trying to implementing industrialization and modernization in order to keep up with the economy of other countries, and also make a dream of becoming the next Asian tiger. A good example of the industrialization is that Vietnam is conducting to narrow the scope of the agricultural sector, traditional agriculture is gradually declined in its scale, replaced by modern agriculture (machinery is used more in agriculture production). Here are some major accomplishments have been achieved from 2001 to 2010: In 2008, the proportion of GDP was changed rapidly in its structure (the percentage of agriculture industry was only for 22%, industrial industry was 39.9% and service industry was for 38.1%). Applying science and technology into the agriculture and aquaculture production has been gradually improving. Rural development in Vietnam has been acquired positive levels, such as infrastructure, health and education. As a long- term goal, Vietnam aims to basically become an industrial country which has the modern technical facilities, high standard of living and high quality of products and services in 2020. 2.7 Natural resources With a favorable geographical position, various topography and long coastline (3600km), Vietnam has many various kinds of natural resources, which can be seen as an advantage of the economic development. The natural resources of Vietnam can be divided into seven categories: Land resources: Helping for the agriculture of rice production in promoting its strength. Vietnam is the largest rice exporter in the world only behind Thailand, and also has a suitable land condition to plant high value crops such as coffee, rubber. Vietnam is the third largest coffee exporters in the world after Brazil and Columbia. Vietnam exported rubber approximately $ 1 billion in 2009. Water resources: There is much underground water and mineral water which is suitable for natural mineral production. Marine resources: The number of seafood export is forecasted to reach $4.1billion, increased by 6.8% comparing to 2009. Forest resources: It is important part of ecological environment, Vietnam is trying to protect its forests to keep the air fresh and regulate the climates. Biological resources: Vietnam has a diversity of flora and fauna which can help to produce food, medicine and oil. Besides, Vietnams flora also has some rare wood used for exports. In 2010, Vietnam will try to increase the number of wood exports by 8%- 10%, as compared to 2009. Mineral resources: It is spread across the country to be convenient for the exploitation, but the mining policy should be appropriate to maximize the advantages of each type of resource. Tourism resources: There are many beautiful and exciting destinations in which local and foreign visitors can visit. In 2008, the tourism industry generated revenues up to $ 4 billion, showing the importance of tourism contribution in the economy of Vietnam, according to reports Vietnam Tourism Industry Forecast to 2012. In general, Vietnam can take advantage of those resources to create a good business environment for itself and attract more investments from other countries. However, the Vietnamese government has not managed them well yet, so the natural resources cannot be utilized completely its functions. In order to maximize the natural resources benefits to the countrys economic development, all resources need to be used or utilized efficiently and effectively. 3. Conclusion The growth of Vietnams economy in recent years has attracted much attention of multinational companies, especially in IT fields, including: Intel, Samsung, Sony, Dell, and Cannon, etc, putting their establishment in production facilities and creating a dynamic IT industry. So, Vietnamese companies have a higher chance in absorbing the essence of many innovative ideas and technologies from them. In 2010, Vietnam aims to reach 6.5% in GDP. The change in a positive number of GDP can tell us that Vietnam is on the way of improving the health and growth of the economy after the global economic recession (2008). In contrast, the government is trying to keep the CPI rate stable at 8.3%, and also bring the inflation rate down up to 7%. Moreover, the government also has some plans to create a business environment for investors in order to increase FDI; the more investments in projects, the more our countrys assets will be developed. In the meantime, taking into account the labor force can be thought as much essential as enhancing well-being of economy. And the factor of natural resources also plays an important role in Vietnams economic development. In general, Vietnam is in progress of recovering the economy and getting ready to deal with any obstacles in the future. Now, nothing can stop Vietnam from becoming stronger and stronger; especially since it has been successfully gotten through all of the challenges in 2008 and 2009. So, there is no doubt that Vietnam will be a potential candidate for the next Asian tiger in the coming years.

Foundation’s Edge CHAPTER TWO MAYOR

MAYOR Branno had been waiting for an hour, thinking wearily. Technically speaking, she was guilty of breaking and entering. What's more, she had violated, quite unconstitutionally, the rights of a Councilman. By the strict laws that held Mayors to account since the days of Indbur III and the Mute, nearly two centuries before – she was impeachable. On this one day, however, for twenty-four hours she could do no wrong. But it would pass. She stirred restlessly. The first two centuries had been the Golden Age of the Foundation, the Heroic Era – at least in retrospect, if not to the unfortunates who had lived in that insecure time. Salvor Hardin and Hober Mallow had been the two great heroes, semideified to the point of rivaling the incomparable Hari Seldon himself. The three were a tripod on which all Foundation legend (and even Foundation history) rested. In those days, though, the Foundation had been one puny world, with a tenuous hold on the Four Kingdoms and with only a dim awareness of the extent to which the Seldon Plan was holding its protective hand over it, caring for it even against the remnant of the mighty Galactic Empire. And the more powerful the Foundation grew as a political and commercial entity, the less significant its rulers and fighters had come to seem. Lathan Devers was almost forgotten. If he was remembered at all, it was for his tragic death in the slave mines, rather than for his unnecessary but successful fight against Bel Riose. As for Bel Riose, the noblest of the Foundation's adversaries, he too was nearly forgotten, overshadowed by the Mule, who alone among enemies had broken the Seldon Plan and defeated and ruled the Foundation. He alone was the Great Enemy – indeed, the last of the Greats. It was little remembered that the Mule had been, in essence, defeated by one person – a woman, Bayta Darell – and that she had accomplished the victory without the help of anyone, – without even the support of the Seldon Plan. So, too, was it almost forgotten that her son and granddaughter, Toran and Arkady Darrell, had defeated the Second Foundation, leaving the Foundation, the First Foundation, supreme. These latter-day victors were no longer heroic figures. The times had become too expansive to do anything but shrink heroes into ordinary mortals. Then, too, Arkady's biography of her grandmother had reduced her from a heroine to a figure of romance. And since then there had been no heroes – not even figures of romance. The Kalganian war had been the last moment of violence engulfing the Foundation and that had been a minor conflict. Nearly two centuries of virtual peace! A hundred and twenty years without so much as a ship scratched. It had been a good peace – Branno would not deny that – a profitable peace. The Foundation had not established a Second Galactic Empire – it was only halfway there by the Seldon Plan – but, as the Foundation Federation, it held a strong economic grip on over a third of the scattered political units of the Galaxy, and influenced what it didn't control. There were few places where â€Å"I am of the Foundation† was not met with respect. There was no one who ranked higher in all the millions of inhabited worlds than the Mayor of Terminus. That was still the title. It was inherited from the leader of a single small and almost disregarded city on a lonely world on the far edge of civilization, some five centuries before, but no one would dream of changing it or of giving it one atom more glory-in-sound. As it was, only the all-but-forgotten title of Imperial Majesty could rival it in awe. – Except on Terminus itself, where the powers of the Mayor were carefully limited. The memory of the Indburs still remained. It was not their tyranny that people could not forget but the fact that they had lost to the Mule. And here she was, Harla Branno, the strongest to rule since the Mule's death (she knew that) and only the fifth woman to do so. On this day only had she been able to use her strength openly. She had fought for her interpretation of what was right and what should be – against the dogged opposition of those who longed for the prestige – filled Interior of the Galaxy and for the aura of Imperial power – and she had won. Not yet, she had said. Not yet! Jump too soon for the Interior and you will lose far this reason and for that. And Seldon had appeared and had supported her in language almost identical with her own. It made her, for a time, in the eyes of all fine Foundation, as wise as Seldon himself. She knew they could forget that any hour, however. And this young man dared to challenge her on this day of days. And he dared to be right? That was the danger of it. He was right? And by being right, he might destroy the Foundation! And now she faced him and they were alone. She said sadly, â€Å"Could you not have come to see me privately? Did you have to shout it all out in the Council Chamber in your idiotic desire to make a fool of me? What have you done, you mindless boy?† Trevize felt himself flushing and fought to control his anger. The Mayor was an aging woman who would be sixty-three on her next birthday. He hesitated to engage in a shouting match with someone nearly twice his age. Besides, she was well practiced in the political wars and knew that if she could place her opponent off-balance at the start then the battle was half-won. But it took an audience to make such a tactic effective and there was no audience before whom one might be humiliated. There were just the two of them. So he ignored her words and did his best to survey her dispassionately. She was an old woman wearing the unisex fashions which had prevailed for two generations now. They did not become her. The Mayor, the leader of the Galaxy – if leader there could be – was just a plain old woman who might easily have been mistaken for an old man, except that her iron-gray hair was tied tightly back, instead of being worn free in the traditional male style. Trevize smiled engagingly. However much an aged opponent strove to make the epithet â€Å"boy† sound like an insult, this particular â€Å"boy† had the advantage of youth and good looks – and the full awareness of both. He said, â€Å"It's true. I'm thirty-two and, therefore, a boy – in a manner of speaking. And I'm a Councilman and, therefore, ex officio, mindless. The first condition is unavoidable. For the second, I can only say I'm sorry.† â€Å"Do you know what you've done? Don't stand there and strive for wit. Sit down. Put your mind into gear, if you can, and answer me rationally.† â€Å"I know what I've done. I've told the truth as I've seen it.† â€Å"And on this day you try to defy me with it? On this one day when my prestige is such that I could pluck you out of the Council Chamber and arrest you, with no one daring to protest?† â€Å"The Council will recover its breath and it will protest. They may be protesting now. And they will listen to me all the more for the persecution to which you are subjecting me.† â€Å"No one will listen to you, because if I thought you would continue what you have been doing, I would continue to treat you as a traitor to the full extent of the law.† â€Å"I would then have to be tried.. I'd have my day in court.† â€Å"Don't count on that. A Mayor's emergency powers are enormous, even if they are rarely used.† â€Å"On what grounds would you declare an emergency?† â€Å"I'll invent the grounds. I have that much ingenuity left, and I do not fear taking the political risk. Don't push me, young man. We are going to come to an agreement here or you will never be free again. You will be imprisoned for the rest of your life. I guarantee it. They stared at each other: Branno in gray, Trevize in multishade brown. Trevize said, â€Å"What kind of an agreement?† â€Å"Ah. You're curious. That's better. Then we can engage in conversation instead of confrontation. What is your point of view?† â€Å"You know it well. You have been crawling in the mud with Councilman Compor, have you not?† â€Å"I want to hear it from you – in the light of the Seldon Crisis just passed.† â€Å"Very well, if that's what you want – Madam Mayor!† (He had been on the brink of saying â€Å"old woman.†) â€Å"The image of Seldon was too correct, too impossibly correct after five hundred years. It's the eighth time he has appeared, I believe. On some occasions, no one was there to hear him. On at least one occasion, in the time of Indbur III, what he had to say was utterly out of synchronization with reality but that was in the time of the Mule, wasn't it? But when, on any of those occasions, was he as correct as he was now?† Trevize allowed himself a small smile. â€Å"Never before, Madam Mayor, as far as our recordings of the past are concerned, has Seldon managed to describe the situation so perfectly, in all its smallest details.† Branno said, â€Å"Is it your suggestion that the Seldon appearance, the holographic image, is faked; that the Seldon recordings have been prepared by a contemporary such as myself, perhaps; that an actor was playing the Seldon role?† â€Å"Not impossible, Madam Mayor, but that's not what I mean. The truth is far worse. I believe that it is Seldon's image we see, and that his description of the present moment in history is the description he prepared five hundred years ago. I have said as much to your man, Kodell, who carefully guided me through a charade in which I seemed to support the superstitions of the unthinking Foundationer.† â€Å"Yes. The recording will be used, if necessary, to allow the Foundation to see that you were never really in the opposition.† Trevize spread his arms. â€Å"But I am. There is no Seldon Plan in the sense that we believe there is, and there hasn't been for perhaps two centuries. I have suspected that for years now, and what we went through in the Time Vault twelve hours ago proves it.† â€Å"Because Seldon was too accurate?† â€Å"Precisely. Don't smile. That is the final proof.† â€Å"I'm not smiling, as you can see. Go on.† â€Å"How could he have been so accurate? Two centuries ago, Seldon's analysis of what was then the present was completely wrong. Three hundred years had passed since the Foundation was set up and he was wide of the mark. Completely!† â€Å"That, Councilman, you yourself explained a few moments ago. It was because of the Mule. The Mule was a mutant with intense mental power and there had been no way of allowing for him in the Plan.† â€Å"But he was there just the same – allowed or not. The Seldon Plan was derailed. The Mule didn't rule for long and he had no successor. The Foundation regained its independence and its domination, but how could the Seldon Plan have gotten back on target after so enormous a tearing of its fabric?† Branno looked grim and her aging hands clasped together tightly. â€Å"You know the answer to that. There were one of two Foundations. You've read the history books.† â€Å"I've read Arkady's biography of her grandmother – required reading in school, after all – and I've read her novels, too. I've read the official view of the history of the Mule and afterward. Am I to be allowed to doubt them?† â€Å"In what way?† â€Å"Officially we, the First Foundation, were to retain the knowledge of the physical sciences and to advance them. We were to operate openly, our historical development following – whether we knew it or not – the Seldon Plan. There was, however, also the Second Foundation, which was to preserve and further develop the psychological sciences, including psychohistory, and their existence was to be a secret even from us. The Second Foundation was the fine-tuning agency of the Plan, acting to adjust the currents of Galactic history, when they turned from the paths outlined by the Plan.† â€Å"Then you answer yourself,† said the Mayor. â€Å"Bayta Darell defeated the Mule, perhaps under the inspiration of the Second Foundation, although her granddaughter insists that was not so. It was the Second Foundation without doubt, however, which labored to bring Galactic history back to the Plan after the Mule died and, quite obviously, they succeeded. – What on Terminus, then, are you talking about, Councilman?† â€Å"Madam Mayor, if we follow Arkady Darell's account, it is clear that the Second Foundation, in making the attempt to correct Galactic history, undermined Seldon's entire scheme, since in their attempt to correct they destroyed their own secrecy. We, the First Foundation, realized that our mirror image, the Second Foundation, existed, and we could not live with the knowledge that we were being manipulated. We therefore labored to find the Second Foundation and to destroy it.† Branno nodded. â€Å"And we succeeded, according to Arkady Darell's account, but quite obviously, not until the Second Foundation had placed Galactic history firmly on track again after its disruption by the Mule. It is still on track.† â€Å"Can you believe that? The Second Foundation, according to the account, was located and its various members dealt with. That was in 378 F. E., a hundred twenty years ago. For five generations, the have supposedly been operating without the Second Foundation, and yet have remained so close to target where the Plan is concerned that you and the image of Seldon spoke almost identically.† â€Å"This might be interpreted to mean that I have seen into the significance of developing history with keen insight:† â€Å"Forgive me. I do not intend to cast doubt upon your keen insight, but to me it seems that the more obvious explanation is that the Second Foundation was never destroyed. It still rules us. It still manipulates us. – And that is why we have returned to the track of the Seldon Plan.† If the Mayor was shocked by the statement, she showed no sign of it. It was past 1 A. m. and she wanted desperately to bring an end to it, and yet could not hasten. The young man had to be played and she did not want to have him break the fishing line. She did not want to have to dispose of him uselessly, when he might first be made to serve a function. She said, â€Å"Indeed? You say then that Arkady's tale of the Kalganian war and the destruction of the Second Foundation was false? Invented? A game? A lie?† Trevize shrugged. â€Å"It doesn't have to be. That's beside the point. Suppose Arkady's account were completely true, to the best of her knowledge. Suppose all took place exactly as Arkady said it did; that the nest of Second Foundationers was discovered, and that they were disposed of. How can we possibly say, though, that we got every last one of them? The Second Foundation was dealing with the entire Galaxy. They were not manipulating the history of Terminus alone or even of the Foundation alone. Their responsibilities involved more than our capital world or our entire Federation. There were bound to be some Second Foundationers that were a thousand – or more – parsecs away. Is it likely we would have gotten them all? â€Å"And if we failed to get them all, could we say we had won? Could the Mule have said it in his time? He took Terminus, and with it all the worlds it directly controlled – but the Independent Trading Worlds still stood. He took the Trading Worlds – yet three fugitives remained: Ebling Mis, Bayta Darell, and her husband. He kept both men under control and left Bayta – only Bayta – uncontrolled. He did this out of sentiment, if we are to believe Arkady's romance. And that was enough. According to Arkady's account, one person – only Bayta – was left to do as she pleased, and because of her actions the Mule was not able to locate the Second Foundation and was therefore defeated. â€Å"One person left untouched, and all was Lost! That's the importance of one person, despite all the legends that surround Seldon's Plan to the effect that the individual is nothing and the mass is all. â€Å"And if we left not just one Second Foundationer behind, but several dozen, as seems perfectly likely, what then? Would they not gather together, rebuild their fortunes, take up their careers again, multiply their numbers by recruitment and training, and once mare make us all pawns?† Branno said gravely, â€Å"Do you believe that?† â€Å"I am sure of it.† â€Å"But tell me, Councilman? Why should they bother? Why should the pitiful remnant continue to cling desperately to a duty no one welcomes? What drives them to keep the Galaxy along its path to the Second Galactic Empire? And if the small band insists on fulfilling its mission, why should we care? Why not accept the path of the Plan and be thankful that they will see to it that we do not stray or lose our way?† Trevize put his hand over his eyes and rubbed them. Despite his youth, he seemed the more tired of the two. He stared at the Mayor and said, â€Å"I can't believe you. Are you under the impression that the Second Foundation is doing this for us? That they are some sort of idealists? Isn't it clear to you from your knowledge of politics – of the practical issues of power and manipulation – that they are doing it for themselves? â€Å"We are the cutting edge. We are the engine, the force. We labor and sweat and bleed and weep. They merely control-adjusting an amplifier here, closing a contact there, and doing it all with ease and without risk to themselves. Then, when it is all done and when, after a thousand years of heaving and straining, we have set up the Second Galactic Empire, the people of the Second Foundation will move in as the ruling elite.† Branno said, â€Å"Do you want to eliminate the Second Foundation then? Having moved halfway to the Second Empire, do you want to take the chance of completing the task on our own and serving as our own elite? Is that it?† â€Å"Certainly! Certainly! Shouldn't that be what you want, too? You and I won't live to see it, but you have grandchildren and someday I may, and they will have grandchildren, and so on. I want them to have the fruit of our labors and I want them to look back to us as the source, and to praise us for what we have accomplished. I don't want it all to fall to a hidden conspiracy devised by Seldon – who is no hero of mine. I tell you he is a greater threat than the Mule – if we allow his Plan to go through. By the Galaxy, I wish the Mule had disrupted the Plan altogether – and forever. We would have survived him. He was one of a kind and very mortal. The Second Foundation seems to be immortal.† â€Å"But you would like to destroy the Second Foundation, is that not so?† â€Å"If I knew how!† â€Å"Since you don't know how, don't you think it quite likely they will destroy you?† Trevize looked contemptuous. â€Å"I have had the thought that even you might be under their control. Your accurate guess as to what Seldon's image would say and your subsequent treatment of me could be all Second Foundation. You could be a hollow shell with a Second Foundation content.† â€Å"Then why are you talking to me as you are?† â€Å"Because if you are under Second Foundation control, I am lost in any case and I might as well expel some of the anger within me and because, in actual fact, I am gambling that you are not under their control, that you are merely unaware of what you do.† Branno said, â€Å"You win that gamble, at any rate. I am not under anyone's control but my own. Still, can you be sure I am telling the truth? Were I under control of the Second Foundation, would I admit it? Would I even myself know that I was under their control? â€Å"But there is no profit in such questions. I believe I am not under control and you have no choice but to believe it, too. Consider this, however. If the Second Foundation exists, it is certain that their biggest need is to make sure that no one in the Galaxy knows they exist. The Seldon Plan only works well if the pawns-we-are not aware of how the Plan works and of how we are manipulated. It was because the Mule focused the attention of the Foundation on the Second Foundation that the Second Foundation was destroyed in Arkady's time. – Or should I say nearly destroyed, Councilman? â€Å"From this we can deduce two corollaries. First, we can reasonably suppose that they interfere grossly as little as they can. We can assume it would be impossible to take us all over. Even the Second Foundation, if it exists, must have limits to its power. To take over some and allow others to guess the fact would introduce distortions to the Plan. Consequently, we come to the conclusion that their interference is as delicate, as indirect, as sparse as is possible – and therefore I am not controlled. Nor are you.† Trevize said, â€Å"That is one corollary and I tend to accept it – out of wishful thinking, perhaps. What is the other?† â€Å"A simpler and more inevitable one. If the Second Foundation exists and wishes to guard the secret of that existence, then one thing is sure. Anyone who thinks it still exists, and talks about it, and announces it, and shouts it to all the Galaxy must, in some subtle way, be removed by them at once, wiped out, done away with. Wouldn't that be your conclusion, too?† Trevize said, â€Å"Is that why you have taken me into custody, Madam Mayor? To protect me from the Second Foundation?† â€Å"In a way. To an extent. Liono Kodell's careful recording of your beliefs will be publicized not only in order to keep the people of Terminus and the Foundation from being unduly disturbed by your silly talk – but to keep the Second Foundation from being disturbed. If it exists, I do not want to have its attention drawn to you.† â€Å"Imagine that,† said Trevize with heavy irony. â€Å"For my sake? For my lovely brown eyes?† Branno stirred and then, quite without warning, laughed quietly. She said, â€Å"I am not so old, Councilman, that I am not unaware that you have lovely brown eyes and, thirty years ago, that might have been motive enough. At this time, however, I wouldn't move a millimeter to save them – or all the rest of you – if only your eyes were involved. But if the Second Foundation exists, and if their attention, is drawn to you, they may not stop with you. There's my life to consider, and that of a number of others far mare intelligent and valuable than you – and all the plans we have made.† â€Å"Oh? Do you believe the Second Foundation exists, then, that you react so carefully to the possibility of their response?† Branno brought her fist down upon the table before her. â€Å"Of course I do, you consummate fool! If I didn't know the Second Foundation exists, and if I weren't fighting them as hard and as effectively as I could, would I care what you say about such a subject? If the Second Foundation did not exist, would it matter that you are announcing they do? I've wanted for months to shut you up before you went public, but lacked the political power to deal roughly with a Councilman. Seldon's appearance made me look good and gave me the power – if only temporarily – and at that moment, you did go public. I moved at once, and now I will have you killed without a twinge of conscience or a microsecond of hesitation – if you don't do exactly as you're told. â€Å"Our entire conversation now, at an hour in which I would much rather be in bed and asleep, was designed to bring you to the point of believing me when I tell you this. I want you to know that the problem of the Second Foundation, which I was careful to have you outline, gives me reason enough and inclination to have you brainstopped without trial.† Trevize half-rose from his seat. Branno said, â€Å"Oh, don't make any moves. I'm only an old woman, as you're undoubtedly telling yourself, but before you could place a hand on me, you'd be dead. We are under observation, foolish young man, by my people.† Trevize sat down. He said, just a bit shakily, â€Å"You make no sense. If you believed the Second Foundation existed, you wouldn't be speaking of it so freely. You wouldn't expose yourself to the dangers to which you say I am exposing myself.† â€Å"You recognize, then, that I have a bit more good sense than you do. In other words, you believe the Second Foundation exists, yet you speak freely about it, because you are foolish. I believe it exists, and I speak freely, too – but only because I have taken precautions. Since you seem to have read Arkady's history carefully, you may recall that she speaks of her father having invented what she called a ‘Mental Static Device.' It serves as a shield to the kind of mental power the Second Foundation has. It still exists and has been improved on, too, under conditions of the greatest secrecy. This house is, for the moment, reasonably safe against their prying. With that understood, let me tell you what you are to do.† â€Å"What's that?† â€Å"You are to find out whether what you and I think is so is indeed so. You are to find out if the Second Foundation still exists and, if so, where. That means you will have to leave Terminus and go I know not where – even though it may in the end turn out, as in Arkady's day, that the Second Foundation exists among us. It means you will not return till you have something to tell us; and if you have nothing to tell us, you will never return, and the population of Terminus will be less one fool.† Trevize found himself stammering. â€Å"How on Terminus can I look for them without giving away the fact? They will simply arrange a death for me, and you will be none the wiser.† â€Å"Then don't look for them, you naive child. Look for something else. Look for something else with all your heart and mind, and if, in the process, you come across them because they have not bothered to pay you any attention, then goods You may, in that case, send us the information by shielded and coded hyperwave, and you may then return as a reward.† â€Å"I suppose you have something in mind that I should look for.† â€Å"Of course I do. Do you know Janov Pelorat?† â€Å"Never heard of him.† â€Å"You will meet him tomorrow. He will tell you what you are looking for and he will leave with you in one of our most advanced ships. There will be just the two of you, for two are quite enough to risk. And if you ever try to return without satisfying us that you have the knowledge we want, then you will be blown out of space before you come within a parsec of Terminus. That's all. This conversation is over.† She arose, looked at her bare hands, then slowly drew on her gloves. She turned toward the door, and through it came two guards, weapons in hand. They stepped apart to let her pass. At the doorway she turned. â€Å"There are other guards outside. Do nothing that disturbs them or you will save us all the trouble of your existence.† â€Å"You will also then lose the benefits I might bring you,† said Trevize and, with an effort, lie managed to say it lightly. â€Å"We'll chance that,† said Branno with an unamused smile. Outside Liono Kodell was waiting for her. He said, â€Å"I listened to the whole thing, Mayor. You were extraordinarily patient.† â€Å"And I am extraordinarily tired. I think the day has been seventy-two hours long. You take over now.† â€Å"I will, but tell me. Was there really a Mental Static Device about the house?† â€Å"Oh, Kodell,† said Branno wearily. â€Å"You know better than that. What was the chance anyone was watching? Do you imagine the Second Foundation is watching everything, everywhere, always? I'm not the romantic young Trevize is; he might think that, but I don't. And even if that were the case, if Second Foundational eyes and ears were everywhere, would not the presence of an MSD have given us away at once? For that matter, would not its use have shown the Second Foundation a shield against its powers existed – once they detected a region that was mentally opaque? Isn't the secret of such a shield's existence – until we are quite ready to use it to the full – something worth not only more than Trevize, but more than you and I together? And yet†¦Ã¢â‚¬ They were in the ground-car, with Kodell driving. â€Å"And yet†¦Ã¢â‚¬ said Kodell. â€Å"And yet what?† said Branno. † – Oh yes. And yet that young man is intelligent. I called him a fool in various ways half a dozen times just to keep him in his place, but he isn't one. He's young and he's read too many of Arkady Darell's novels, and they have made him think that that's the way the Galaxy is – but he has a quick insight about him and it will be a pity to lose him.† â€Å"You are sure then that he will be lost?† â€Å"Quite sure,† said Branno sadly. â€Å"Just the same, it is better that way. We don't need young romantics charging about blindly and smashing in an instant, perhaps, what it has taken us years to build. Besides, he will serve a purpose. He will surely attract the attention of the Second Foundationers – always assuming they exist and are indeed concerning themselves with us. And while they are attracted to him, they will, perchance, ignore us. Perhaps we can gain even more than the good fortune of being ignored. They may, we can hope, unwittingly give themselves away to us in their concern with Trevize, and let us have an opportunity and time to devise countermeasures.† â€Å"Trevize, then, draws the lightning.† Branno's lips twitched. â€Å"Ah, the metaphor I've been looking for. He is our lightning rod, absorbing the stroke and protecting us from harm.† â€Å"And this Pelorat, who wilt also be in the path of the lightning bolt?† â€Å"He may suffer, too. That can't be helped.† Kodell nodded. â€Å"Well, you know what Salvor Hardin used to say. ‘Never let your sense of morals keep you from doing what is right.'† â€Å"At the moment, I haven't got a sense of morals,† muttered Branno. â€Å"I have a sense of bone-weariness. And yet – I could name a number of people I would sooner lose than Golan Trevize. He is a handsome young man. – And, of course, he knows it.† Her tact words slurred as she closed her eyes and fell into a light sleep.

Impact of Globalization on Foreign Policy Requirements essays

Impact of Globalization on Foreign Policy Requirements essays Authors and writers of varying interests and specializations have expressed their thoughts about globalization that it is not a new thing but rather a continuous and evolving process happening at different eras and places. Thus, Dixon states in Globalization and American Foreign Policy (2005): Globalization is not a new development; it has been progressing for most of human history Globalization is the integration of human activity across geographic space. This covers many areas of human activity (economics, warfare, social and cultural contact, environment, etc.). American foreign policy as a result of globalization has stood the test of time considering todays only superpower has been instrumental in the rise of globalization throughout history. As a result of the current globalization atmosphere, U.S. foreign policy is constantly pulled in two directions: groups in the US that are poised to gain from globalization benefit from the process, and groups that are harmed by globalizat ion press for political protection (Dixon, 2005). In all certainties, American foreign policy should and must look at protecting the American populace without curtailing the growth and development of partner nations in the global arena. This is sometimes easier said than done but the point of American governance is looking after the welfare of its citizenry first before others. In The Foreign Policy the U.S. Needs, Hoffmann outlines some of the important facets needed in the present American foreign policy to meet todays globalization process, some of those Hoffmann listed are (Hoffmann, 2006): Improve America's own economic and moral condition, a change that would be well received abroad; a return to the rule of law and to the protection of civil liberties, and an end to efforts to escape from the obligations of international law in the fight against terrorism; The US should accept, despite its flaws, the K...

ACT Tutoring

How To Save Money on SAT/ACT Tutoring SAT / ACT Prep Online Guides and Tips As you may have seen in some of my other articles on tutoring, if there's one thing you need to know about tutoring, it's this: tutoring is expensive, particularly high quality tutoring. In fact, I've even written an entire article devoted to the topic of how much you should pay for SAT/ACT tutoring. So how can you save money on SAT/ACT tutoring? Let me give you a few tips, tailored around the case studies of 3 hypothetical students. feature image credit: Money – Savings by 401(K) 2012, used under CC BY-SA 2.0/Cropped from original. Case 1: Anthony - Comprehensive Tutoring Anthony and his parents have decided he needs a tutor to help him with his ACT test prep and bring his composite score up. He took a timed practice test and scored 23 on Reading, 30 on English, 30 on Math, and 20 on Science, giving him a composite score of 26. His scores seem all over the place, and he isn’t exactly sure where to start with his studying. Anthony's family can’t afford a lot of tutoring. Originally, they thought they could save money by hiring a cheap tutor – maybe some high school student who aced the ACT and is charging $30/hour. After all, a $30/hr tutor could make Anthony's budget stretch to many more hours of tutoring than a more expensive tutor, and more hours are always better, right? Probably not. Getting a low quality tutor, even if she's only charging $30/hr, is a waste of time and money for many students. Why? A high school student who's only charging you $30/hr may be able to help with explaining the answers to practice tests, but it is unlikely that she will have the skills and experience necessary to help with comprehensive test prep. For someone like Anthony, who doesn't know what he needs to study, or how he should plan his studying, or where his weaknesses lie, someone who just helps with practice test answers would not be helpful. Cost-Saving Recommendation for Comprehensive Tutoring: Instead, we'd recommend Anthony hire a higher quality tutor, but for fewer hours. How come? Higher quality tutors are able to help you set the stage for your studying outside of tutoring sessions. This means that you are able to stretch what you can get - if you end up spending 9 hours using what the tutor taught you in one $60/hour test prep session, you're effectively paying $6/hour for tutoring. Not too shabby! Anthony goes with a $60/hr tutor for two sessions over the course of 4 weeks, and learns how to better plan his studying and what he needs to focus on. His tutor finds that Anthony is overwhelmed by the large amount of information presented in the Reading and Science questions, and so focuses Anthony's study around becoming more comfortable with the Reading and Science sections and drilling these questions. Anthony creates a study plan with his tutor for 6 hours of study a week, scheduling in practice tests and time to review his mistakes. Even after Anthony's 2 sessions with the tutor are over, he's able to use the study schedule his tutor devised to guide his test prep, right up until testing day. When he takes the ACT for real, he gets a 32 on Reading, 31 on English, 30 on Math, and 30 on Science – huge leaps in achievement for a minor investment in tutoring time. Case 2: Carmela -Partial Tutoring Carmela took the SAT in December and got a 740 on CR, 640 on Writing, and 660 on Math. She’s applying to college as a humanities major, so she really needs to get her score up on the Writing section. What are Carmela's issues with SAT Writing? Well, she keeps messing up the hardest writing questions, and she doesn't really know how to improve her SAT essay. After all, she's good at writing essays in school - shouldn't that just carry over? Why should she bother studying something she's good at in school? Carmela doesn't know how to plan her essay prep and in any case is unmotivated to do so. Cost-Saving Recommendation for PartialTutoring: How does Carmela overcome these obstacles? She gets tutoring only for the hardest problems and for high-level study planning and motivation. Carmela hires a tutor for $50/hr for 4 sessions over 8 weeks. The tutor figures out that Carmela is getting the hardest Writing questions wrong when the answer choices are technically correct but worded in a way they would never appear in real life. She also discovers that Carmela is using mostly abstract reasoning in her practice essays, rather than concrete examples. Carmela's tutor sets out a study schedule for Carmela: half an hour of practice on the hardest writing questions every other day. On the off days, the tutor tells Carmela to start coming up with some historical, literary, or pop culture events that she can mine for examples on the SAT essay, like World War II or The Hunger Games; if she knows a few historical events or pieces of literature really well, she will be able to take examples from them for nearly any SAT essay topic. In addition to giving Carmela specific tutoring tips, the tutor helps Carmela figure out that her target Writing score is a 720, and so she needs to improve by 80 points. With concrete information on how much she needs to improve and how to do so, Carmela is motivated to study for the SAT outside of tutoring as well as during tutoring sessions. After 2 months of tutoring, Carmela takes the SAT again and gets 730 on CR, 730 on Writing, and 690 on Math – a much better score report for a prospective humanities student. Another alternative: If Carmela had only had issues with hardest Writing problems, she could have tried tutoring combined with another test prep strategy, like tutoring and a self-guided online prep program, or tutoring and focused self-study. In this particular case, since Carmela was struggling with motivation to improve her essay as well as with the hardest Writing problems, it made more sense for her to get tutoring that would help her with both. Case 3: Marie -A Limited Budget for Tutoring Marie took the SAT in October of her junior year and got a 660 on CR, 600 on Writing, and 570 on Math. After focused math self-studying, she retook the SAT in March and got a 640 on CR, 620 on Writing, and 740 on Math, which brings her composite superscore up from 1830 to 2020. Marie has a very limited budget ($120), but really wants to solidify her chances of getting into Smith College. The middle 50% of first years who enter Smith have composite SAT scores ranging from 1870-2190, so to increase her chances of getting in, Marie really needs to get her total SAT score to at or above 2190...which is a 170 point increase. How does Marie decide if she should get tutoring? Marie considers her overall budget and her current test prep progress. Can she achieve her results within her current system, or does she need a tutor? Cost-Saving Recommendation for Limited Tutoring Budget: Marie concludes that because she was able to improve her Math score with self-study, she can probably apply the same methods to studying for the Critical Reading and Writing sections. What were these methods? She took timed practice tests, marking every question she wasn't sure about, and thoroughly reviewed the questions she got wrong and the questions she guessed on but got right. During her prep for the SAT Math section, Marie discovered that she had a tendency to rush through reading the question because she was so nervous that she would run out of time, which led to her often answering the wrong question. She spent hours drilling herself on actual SAT Math questions in her weakest areas, elementary algebra and plane geometry, slowly but surely increasing the speed at which she could answer the questions, which in turn helped her slow down when reading the questions. Marie decides that since Smith superscores the SAT (combines the highest scores for each section across all testing dates), and she clearly has an effective test-prep method, she will take the SAT 2 more times (a cost of $105), once after having focused on Writing and once after having focused on Critical Reading. She does and scores 750 on Writing and 790 on Critical Reading, bringing her overall score up to 2280 - well above the composite she needs to get into Smith. So how does this apply to you? Let’s take a look at the tips I mention above, distilled down into a series of hypotheticals. How Can I Save Money on SAT/ACT Tutoring? Do you want the best test prep, bar none? Then get high quality, expensive tutoring. Want good prep but have a limited budget, like Anthony? Spend your money on a higher quality tutor for a shorter amount of time. Only need focused prep, like Carmela? Get a high quality tutor who can focus on that section so you don't buy hours for the other sections. Have a strict budget that limits tutoring? Then use another prep program, and add tutoring sparingly for high level stuff. Is your current method effective? Keep careful watch on how you do on practice and actual tests, note where you need to improve (by section and within a section), and then take more official tests.
